On June 17, 1992, Russia’s first democratically elected head of state President Boris Yeltsin addressed a joint meeting of Congress during his state visit to the United States. Arriving at the podium to chants of “Boris, Boris,” from the assembled legislators, President Yeltsin announced that he would do whatever was necessary to locate American P.O.W.’s that might be alive in Russia, and that he had already ordered nuclear missiles which were selected to be destroyed under the recent arms reduction agreement to be taken off active status.
